33.01 Intent

1. The purpose of the ordinance is to establish the City of South Milwaukee Comprehensive Plan 2020 as the official Comprehensive Plan of the City of South Milwaukee.  The Comprehensive Plan is intended to promote public health, safety, and welfare of the City of South Milwaukee by effectively guiding growth and redevelopment within the city.
2. The Comprehensive Plan provides goals, objectives, policies and recommendations for future land use, transportation, housing, economic development, utilities, community facilities, natural resources, cultural resources, intergovernmental relations and implementation.  Implementation of the Comprehensive Plan is accomplished through other sections of the South Milwaukee Municipal Code, more detailed studies and plans, public investments, private development decisions, intergovernmental cooperation and citizen involvement.

33.02 Statutory AuthorityY

This Comprehensive Plan is adopted pursuant to the authority established under Section 62.23 and Section 66.1001, Wisconsin Statutes. 

33.03 Adoption of Comprehensive Plan

The City of South Milwaukee Comprehensive Plan 2020, adopted by resolution of the Plan Commission on January 27, 2003 and by ordinance of the Common Council on September 11, 2003, is the official comprehensive plan of the City of South Milwaukee.  The text, maps, tables, graphics, goals, objectives, policies and recommendations of the comprehensive plan are intended to serve as a guide as the City of South Milwaukee undertakes subsequent actions to implement the plan, except as otherwise provided herein or under Wisconsin Statutes.
 
33.04 Governing Documents and Ordinances

The Plan Commission is proceeding with recommended revisions to zoning ordinances to be consistent with the comprehensive plan.  Until such time that an ordinance is adopted to repeal and recreate Chapter 15 of the City of South Milwaukee Municipal Code, the zoning ordinances in effect as of the date of passage of this ordinance, including the Zoning Map of the City of South Milwaukee, dated December 1992, shall govern zoning related decisions applicable to existing structures and land uses.  All new development or redevelopment, as well as proposed changes in existing uses and structures shall comply with the Land Use Plan identified in the Comprehensive Plan adopted under this ordinance and, where not inconsistent, with the current zoning code.  Any inconsistencies between the Zoning Map, dated December 1992 or the current Zoning Code and the Land Use Plan identified in the Comprehensive Plan shall be referred to the Plan Commission for review and recommendation to the Common Council and the inconsistency shall be resolved by decision of the Common Council.  Absent a modification to this Comprehensive Plan, all inconsistencies shall be resolved by compliance with the Comprehensive Plan.

33.05 Changes and Amendments

The Common Council of the City of South Milwaukee may from time to time amend, supplement, or change by ordinance the elements established in the comprehensive plan.  Any proposed changes shall first be submitted to the City Plan Commission for recommendation and report.  Any amendment, supplement, or change may be proposed by petition of any interested landowner or may be initiated by the Plan Commission, Common Council, or Community Development Authority of the City of South Milwaukee.
